Yes, this is possible.

To hide plugins (plugins page completely) from non-security admin users, you can use Admin Restriction Zones option:

Security Admin module => Access Restriction Zones => Plugins.

If you select "Activate" option for "Plugins", you'll restrict access to your site plugins - the whole plugins page will be hidden for non-security admin users. 

Also, if they try to access /wp-admin/plugins.php directly, they'll get message that they're not allowed to access that page:

Only the security admins (that provide the security admin PIN) will be able to see your plugins/to access your wp plugins page.
